The purpose of this RFP is to solicit responses from qualified Offerors to provide a comprehensive approach to implementing strategies in schools that will support youth to be commercial tobacco-free. The work outlined in this RFP has three components: 1. Tobacco Free Schools technical assistance and training. 2. Management of the Second Chance program. 3. Management of TrekPointe. The awardee will work with local public health agencies (LPHAs) to promote and provide training and technical assistance on evidence-based strategies for promoting Tobacco Free Schools policies, including the implementation of Second Chance, as well as trainings focusing on engaging parents and adults to advocate and support tobacco/vape-free school environments. STEPP sees the implementation of alternatives to suspension as crucial to promoting positive health outcomes for youth as punitive measures have proven to have negative impacts on youth. The program will serve as an important method of identifying and providing awareness about the health risks and dangers of tobacco/vape/nicotine products to youth through a comprehensive approach to Tobacco Free Schools.

Project includes upgrade fiberoptic cabling to 10 GB Single Mode. Replace IDF Cabinets where cabinets will not accommodate new network switches. The composition of the fiberoptic cabling plants include tube cell air blown fiber at some schools, standard conduit fiber at others, and a combination of both types at some schools. Similarly, where standard conduit fiberoptic cabling is used, there may be existing empty conduit available for the new cabling, or existing fiberoptic cabling may need to be remove before the new cable can be installed.
