The work consists of furnishing one fully crewed and equipped hydraulic pipeline cutterhead dredge. Work will be performed in the New Orleans Harbor Reach of the Mississippi River and adjacent lock forebays of the Gulf Intracoastal Waterway.

The general work consists of providing on-call supplemental water/sewer/recycled/general infrastructure maintenance and repair services to support the District's pipeline repair, maintenance, and emergency work. Perform emergency, critical preventative maintenance, planned, and/or as needed on-call construction services for water and wastewater system projects within the water authority service area. Typical projects may include, but are not limited to, pipeline installation and rehabilitation as well as plant and facilities. Pipeline projects may be new construction, slip lining, cured-in-place pipe, point repair and/or replacement of small and large diameter interceptor sewer lines, repair and/or replacement of small and large diameter water lines, fire hydrants, concrete (formed or pre-cast) meter and valve vaults, temporary service connections, valves, manhole replacement or rehabilitation, bypass pumping and other related work.

Schedule 1 will include GIWW maintenance dredging of approx. 1.5 million cubic yards (CY) of the Bay and will include varying advanced maintenance depths. Material will be placed across various placement areas located along the GIWW. This contract will be subject to several environmental windows, including bird nesting, turtle nesting, and piping plover.

Work also includes the installation of a dual-contained high-density polyethylene (HDPE) above-ground and below ground pipeline, pipe restraints and supports, below ground PVC pipe with a connection to the city manhole, fittings, valves, sensors, meters, pumps, control panels/cellular telemetry, connection and improvements to existing storage tanks, underground road crossings and other appurtenances.

The project is comprised of hydraulic maintenance or mechanical dredging of Milford Haven Channel, transport of material by pipeline with placement within the beach placement sites, minor site-work of the placement sites and restoration of the adjacent jetty structure as shown in the attached draft drawing and draft specifications. Dredging will include a portion of the authorized channel to a depth of -10 feet mean lower low water (MLLW) and will include 1 foot of allowable overdepth. Jetty work will include the removal of old stone and installation of sheet piles and new stone.

Replace the generation capacity of existing scattergood units 1 and 2, which are conventional natural-gas-fired steam-boiler generators that would be removed from service, with a ccgs capable of operating on a fuel mixture of natural gas and a minimum of 30 percent hydrogen by volume. The proposed ccgs would consist of a combustion-turbine generator and a steam-turbine generator operating in tandem. Additional facilities or ancillary functions required to support the proposed ccgs include, but are not limited to, an air-cooled condenser, wet-surface air cooler, gas compressors, switchyard upgrades, and a dedicated pipeline for industrial wastewater discharge.
