San Bernardino County (County Administrative Office) is soliciting proposals for a General Financial Advisor to provide independent financial advisory services, including evaluating capital funding options, structuring bond/lease financings, modeling refunding opportunities, and preparing rating agency strategies. The advisor will support procurement/selection services for underwriters, lenders, and transaction team members and assist with updating the County's debt policies. The contract is for up to five years, with services beginning July 1, 2026 and ending June 30, 2031 (projected award May 1, 2026).

The Port San Luis Harbor District requests proposals for General Counsel legal services to advise on matters including special districts law, harbor and port law, governance, contracts, real property, environmental and coastal law, litigation, claims, and risk management. The selected attorney or law firm will enter a Professional Services Agreement for up to three years and must demonstrate experience with public agencies, special districts, or harbor/port entities and relevant California law. Proposals are evaluated on experience, qualifications of proposed attorneys, approach, responsiveness, cost, and references; interviews are projected in early February 2026.

Work includes providing General Planning Services for the City of Eugene on a contractual and/or as-needed basis. When a need arises, the City may review the qualifications of the providers within the pool. If an appropriate provider is available, the City may enter into a contract with that provider.
