The mitigation is required under USACE Nationwide Permit 14 (Section 404), California Regional Water Quality Control Board (Section 401), and by USFWS, the California Coastal Commission, and the California Department of Fish and Wildlife; the notice lists six sensitive habitat types and impacted acreages. CFLHD requests written responses (email) demonstrating whether competition would be advantageous and provides a response deadline and contact information for the contracting office.
