The meeting centered on the implementation of SB 53 and its role in expanding broadband infrastructure across Nevada. Discussions covered the 'Dig-Once' policy aimed at coordinating state construction projects with private telecommunications providers, the role of the Nevada Department of Transportation (NDOT) in managing fiber-sharing and longitudinal access to Rights of Way, and the best practices for infrastructure valuation and trade agreements. Additionally, the council reviewed its specific duties and responsibilities in advising state agencies to ensure fair and competitive broadband deployment.
The meeting focused on an update from the Nevada Department of Transportation regarding SB 53 implementation, specifically the progress on non-interstate policies, the development of a Master License Agreement, and the drafting of interstate regulations. Key discussions included infrastructure sharing strategies, such as conduit sharing agreements with SWITCH, and the establishment of a calculation summary for the value of infrastructure trades. The Council also touched upon the importance of system expansion in rural areas and the need for ongoing coordination between the Council, State of Nevada Enterprise IT Services, and the Nevada System of Higher Education to facilitate future infrastructure projects.
The task force evaluated and approved funding applications for Graduate Medical Education programs, specifically proposals from the Valley Health System and Mountain View Hospital. Discussions included the eligibility and scope of the proposed programs, the potential impact on resident retention, and the necessity of ensuring clinical competency.
