The Commonwealth of Kentucky, through the Department for Public Advocacy, is soliciting proposals for a Capital Mental Health Consultant to provide specialized mental health consultations and training to criminal defense death penalty teams, including case reviews and facilitation of meetings. The contractor will review case materials, develop agendas with lead attorneys, facilitate 2–4 hour case review meetings, assist in planning and recommending mental health training, and participate in regional and distance learning, with services capped at approximately 133 hours. The anticipated period of performance is July 1, 2026 through June 30, 2028, and bidders must meet minimum qualifications including a Master’s Degree in Social Work and five years’ relevant experience.

The owner is seeking proposals from qualified suppliers who can recruit and train underage purchasers for tobacco retailer compliance checks. The supplier will conduct compliance checks throughout the state from a provided state sample list and record required quality data elements to monitor compliance rates and to support development of additional strategies. The projected project period will be August 1, 2026 -June 30, 2027. The renewal terms will be two (2) 24-month optional renewal period(s).

The DHS Office of Health Security issued a Request for Information seeking commercial Occupational/Employee Health EHR/MIS capabilities to support approximately 200,000 DHS civilian personnel. Responses must be submitted using an online RFI Response Form and are due by June 3, 2026. This market research effort is intended to inform future acquisition planning and does not constitute a formal solicitation for proposals or a grant program.

The selected contractor will serve as a Construction Manager at Risk, providing preconstruction services such as cost estimating and procurement planning.
