Defense R&D RFPs

The Ontario Lottery and Gaming Corporation (OLG) issued a Request for Proposals (RFP #26-02409) seeking qualified research partners for fifteen distinct research programs over a four-year term with an optional one-year extension at OLG's discretion. The research programs cover specializations including advanced quantitative analytics and modelling, advertising tracking, digital UX/CX research, human-centered enterprise CX research, retail research, brand equity and sponsorship tracking, and syndicated retail data, with respondents eligible to be awarded multiple programs. Bid submission is electronic, with the closing deadline of August 6, 2026, and pricing detailed in the attached bid document.

Seeking grants for up to $75,000, $150,000, and $250,000 support the creation of new treatments that will address the root causes of food allergies.

Perform research and development (R&D), modeling and simulation (M&S), design, component/subsystem, prototype risk reduction, fabrication/purchase, assembly, integration, and testing of directed energy source components (to include spares and alternate component technologies), and/or systems and any required accessories, materials, and supplies for laboratory research and experimentation and field trials in a relevant environment to demonstrate system capabilities.

Nuclear-related research and development, including, but not limited to modeling and simulation of re-entry environments, materials characterization, nuclear explosion monitoring, and design, fabrication and experimentation of nuclear delivery.

Provide cornerstone initiative request (CIR) CS-24-1801 defense industrial base workforce development initiative.

PWGSC, on behalf of Defence Research and Development Canada (DRDC) - Valcartier Research Centre, is issuing this Request for Proposal for the acquisition of research and development services for the development, design, and characterization of electro-optical tools located in Quebec, Canada. The procurement uses competitive open bidding under the Canadian Free Trade Agreement (CFTA), with selection based on the highest combined rating of technical merit and price. The contract is for electro-optical R&D services as detailed in Annex A - Statement of Work, and proposals must be submitted by the closing date of September 4, 2026 at 14:00 EDT.

Department of Agriculture, Agricultural Research Service (ARS), Sugarcane Lab/Office Building construction. Construction includes a new Lab/Office Building for conducting sugarcane research, a new parking lot, a new covered walkway between the Lab/Office Building and the existing Headhouse (Option 1), a new enclosed walkway between the second floor of the Lab Office Building to the existing Headhouse, sidewalks, and a flagpole. A new generator, new chillers and new boilers are included. The facility will require Commissioning of the new equipment and systems installed in the new facility and/or providing services to the new facility. Scope will include: Earthwork is required for foundation work and to grade the site. The Lab/Office Building will be supported on a 10” thick reinforced concrete slab, which is supported on pile caps, grade beams and wood piles. Lighting, paving, and striping of the parking lots. Plus, sidewalks and a flagpole. The building’s first floor will consist of an Entry Lobby, Offices, Conference Rooms Storage Rooms, a Break Room, Rest Rooms and Laboratories with Support Rooms. A BSL-2 Lab shall include a biosafety cabinet with a thimble connection and will be used to study plant pathogens and prevent the spread of these pathogens. The building’s partial second floor will consist of a Mechanical Penthouse, Electrical Room, Communication Room and a Storage Room, plus a walkway connecting to the existing Head House. An exterior staircase from grade to the Penthouse. Mechanical scope will include 2 new air handlers, exhaust fans, hydronic heating, 2 new boilers and two new chillers. Two existing boilers are being replaced with two larger boilers to feed the Headhouse, greenhouses and the Lab/Office building. One boiler must remain operational during the installation, unless the boiler replacement is done in the summer months when no heat is needed. Domestic hot and cold water, natural gas, sanitary systems for waste, roof drain system, emergency safety showers/eye washes will be included. A new site diesel generator with a belly tank will be installed and wired as part of this project, replacing the existing site generator. A load bank is not required The generator will be supported on piles. Room signs with room name/and number are required on all Lab/Office rooms. A Security and Access Control System with cameras and card readers will tie into the site system.

The Advanced Research Projects Agency for Health (ARPA-H) issued Solicitation ARPA-H-SOL-26-155 (IGoR) to create an AI-enabled interoperable research ecosystem that accelerates biomedical discovery by combining mechanistic disease models, an AI orchestration layer, standardized experimental protocols, and a distributed lab marketplace. ARPA-H anticipates awarding contracts to multidisciplinary teams to develop the four program components over a multi-phase, five-year initiative and expects significant interest. The solicitation requires submission of a Solution Summary (required step) followed by invitation/encouragement to submit a Full Proposal.

Provide pharmaceutical and biomedical research contract.

The U.S. Department of Agriculture (USDA) Agricultural Research Service (ARS) is soliciting bids for the construction of an approximately 23,000 gross square foot Sugarcane Research Laboratory and Office Building at the Ardoyne Research Farm in Houma, Louisiana. The Firm Fixed Price construction contract is a Total Small Business Set-Aside and includes earthwork, a BSL-2 laboratory, offices, conference rooms, parking lots, sidewalks, mechanical installations, a security/access control system, and site utilities. The estimated project magnitude is between $17 million and $22 million, with sealed bid responses due by August 7, 2026 at 10:00 a.m. CDT.

The City University of New York (CUNY) seeks proposals for subscription-based, asynchronous, web-based research compliance training to serve researchers across all 26 CUNY colleges. The vendor must provide a secure training platform or integrate content with CUNY's LMS, support SSO, accessibility, role-based access, tracking/completion reporting, and automated certificates; training topics include RCR, human subjects, animal care, conflicts of interest, export controls, biosafety, GCP, HIPAA/FERPA, and related areas. The contract term is five years, and the solicitation is a procurement (not a grant).

The California Institute for Regenerative Medicine (CIRM) is soliciting a qualified research firm to conduct comprehensive focus group research across California to understand public attitudes toward cell and gene therapy, the value and role of research funding, and perceptions/trust across diverse communities. The contractor will develop research design and discussion guides, recruit demographically and geographically representative participants (including underserved and at least one Spanish-language group), facilitate sessions (including bilingual moderators and remote capabilities), analyze results, and deliver a final report with recommendations and presentations to CIRM leadership. The period of performance is expected to begin upon award on September 25, 2026 and run through June 30, 2027, and the opportunity shows an estimated value range of roughly $150,000–$450,000.

ARPA-H’s Intelligent Generator of Research (IGoR) solicitation seeks multidisciplinary teams to develop an AI-enabled interoperable research ecosystem including mechanistic disease models, an AI orchestration layer, a layered protocol architecture, and a distributed marketplace of validated laboratories. The program is a five-year, three-phase effort with ARPA-H anticipating awards to approximately three teams; SAM.gov lists full solicitation materials (multiple appendices) as public attachments. The solicitation is a federal procurement (solicitation ARPA-H-SOL-26-155) with proposal instructions and deadlines posted on SAM.gov.

Provide aviation research grants program.

Provide qualified researcher/evaluator consultants from which it will draw on an as needed basis to conduct quantitative, qualitative, and mixed methods research. Successful bidders may be called upon to assist in collecting and/or analyzing primary data and administrative data, conducting research, developing, and evaluating pilot programs, and providing expertise.

Provide aviation research services.

The Intelligent Generator of Research (IGoR) program aims to eliminate longstanding inefficiencies in research and accelerate the development of effective therapies for complex diseases by creating an AI-enabled interoperable research ecosystem. IGoR would develop: 1) mechanistic disease models that encode causal biological relationships across scales, 2) an AI orchestration layer that identifies knowledge gaps and designs optimal experiments, 3) a layered protocol architecture that enables any qualified laboratory to execute the same experiment reproducibly, and 4) a distributed marketplace of validated laboratories that execute standardized protocols and return gold-standard data. Together, these components form a cycle of hypothesis generation, experimentation, and model refinement that enables researchers to create validated knowledge at least 10x more rapidly than conventional approaches. Ultimately, IGoR will empower researchers at every level to pursue bold, unconventional research directions that are currently too slow, too complex, or too resource‑intensive.

Gaming to Gambling Research Services.

The Massachusetts Gaming Commission (MGC) is soliciting bids from one qualified entity to conduct a research study on the conversion of gaming to gambling, with particular focus on impacts on youth and young adults aged 20 and under and on problem gambling. The solicitation is issued under Massachusetts state procurement (Alternate ID: 2026-MGC-GTG) with a Bid Opening / due date of August 3, 2026. The bid is currently open and active.

The Illinois State Fire Marshal is soliciting applications for the FY27 Cancer Research Grant to fund cancer research initiatives with an estimated award amount of $500,000.
