The U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Orlando Division, has issued a presolicitation calling for solutions to establish an Advanced Manufacturing Applied Research & Technology Development Center (AdvMARTDC) that will serve as a trusted government agent performing and coordinating advanced manufacturing research. The selected host institution (target: college/university laboratories and university-affiliated non-profits) will transition advanced manufacturing technologies to the Organic Industrial Base (OIB), Defense Industrial Base (DIB), and Army/Joint Service stakeholders. The procurement uses a two-step selection process culminating in a single-award, five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract under full and open competition (NAICS 541715).

The goal is to establish an army applied research center to collaborate with the government, academia, and industry to accelerate the transition of advanced manufacturing research by applying research concepts and advancing research and technology. The army applied research center would have knowledge and core competencies across a broad range of advanced manufacturing aspects. As a trusted agent for the government, the army applied research center shall have no conflicts of interest in executing its role for the government. Core Competencies: Advanced Manufacturing (AdvM) Processes: Research and development of processes that support large scales, large volumes, adaptive and additive techniques for both air and ground domain system applications. Research and development in both conventional (subtractive) and next-generation (additive) manufacturing (AM) techniques as well as hybrid manufacturing which combines both techniques. Research and development of AdvM processes that enable composites to function at high operating temperatures (which enables lightweighting, weight shifting, and management of dynamic strains). The Engineer Research and Development Center (ERDC) issued a Commercial Solutions Opening (CSO) to solicit innovative commercial products, technologies, or services for Civil Works strategic focus areas. The CSO treats submissions as commercial items and allows the Contracting Officer to use commercial procedures to develop and award resulting contracts; solutions do not have to be commercially available to be submitted. The solicitation is managed through SAM.gov with vendor access to solicitation documents via the PIEE Solicitation Module link.

The Florida Department of Agriculture and Consumer Services (FDACS) issued a statutorily mandated advertisement of its intent to enter into a single source agreement with Veterinary Medical Research & Development, Inc. (VMRD) for veterinary medical research and development services. This is not a request for bid, proposal, or grant program, but rather a required 15 business day public notice period before finalizing the sole source contract award. The notice allows for public comment or objections to the proposed sole source procurement before FDACS finalizes the award.

The HITS innovations are currently being developed within the DoW laboratory community. HITS-TO will link DoW researchers and capabilities with appropriate U.S. industrial, national lab, UARC, and FFRDC expertise toward the common objective of technology maturation and manufacturability to accelerate the transition of these leap-ahead innovations. The Army Contracting Command (ACC) / Combat Capabilities Development Command (DEVCOM) issued a Broad Agency Announcement (BAA) soliciting research and development for Aviation and Missile technologies across areas including Future Vertical Lift, Air and Missile Defense, hypersonics, and counter-UAS. The BAA supports development, maturation, demonstration, and transition of critical technologies and allows responses to specific BAA calls and amendments. Responses are submitted through SAM.gov and the BAA has been amended multiple times with attachments; Attachment 5 will be added when applicable.

The mission of the TDD comprises critical technology discovery and development programs, to include the development, maturation, demonstration and transition of critical technologies and products through technology programs and customer support for Future Vertical Lift (FVL), Air and Missile Defense, and Long-Range Precision Fires. Specifically, the mission of FVL programs is to modernize, maintain and sustain Army Aviation as the dominant land force aviation component in the world. The Federal Aviation Administration’s William J. Hughes Technical Center issued Broad Agency Announcement (BAA) Screening Information Request 692M15-25-R-00004 soliciting white papers and proposals for aviation research topics. The BAA was posted in December 2024 and remains open, with a response deadline of December 2, 2029 at 5:00 PM EST; the BAA will be valid through December 4, 2034. Primary performance is at Atlantic City International Airport (Atlantic City, NJ) and proposals should follow the white-paper and two-volume submission instructions described in the solicitation.
