NAVSEA, on behalf of the Electric Ships Office (PMS 320, organizationally a part of the Program Executive Office - Ships) is interested in White Papers for long and short term Research and Development (R&D) projects that offer potential for advancement and improvements in current and future shipboard electric power and energy systems at the major component, subsystem and system level. The mission of PMS 320 is to develop and provide smaller, simpler, more affordable, and more capable ship power systems to the Navy by defining open architectures, developing common components, and focusing Navy, industry, and academia investments. PMS 320 will provide leadership of the developments identified as part of this BAA, will direct the transition of associated technologies developed by the Office of Naval Research (ONR), and will manage the technology portfolio represented by Program Element (PE) 0603573N (Advanced Surface Machinery Systems) for transition into existing and future Navy ships.

The Defense Health Agency (DHA) published a Notice of Intent to sole-source a contract to KBR Wyle Services, LLC for research and development services studying mechanisms of radiofrequency interaction with biological systems using whole-body overexposure in Yucatan miniature swine and clinical evaluation protocols. The study will include comprehensive neuro-imaging and neurologic evaluations and builds on previous research support using Siemens and GE MRI equipment. The procurement is sole-source under NAICS 541715 and is being administered through the Defense Health Agency (U.S. Department of Defense).

The objective of the DARPA Lift Challenge is to significantly advance the capabilities of vertical lift unmanned aircraft systems (UAS) by achieving substantial improvements in payload-to-weight ratio. Current multirotor UAS provide simplicity, affordability, and ease of operation; however, their primary limitation is their low payload-to-weight ratio, which typically falls at 1:1 or less. This restriction significantly limits their ability to carry heavy payloads or operate for extended durations.

The Strategic Environmental Research and Development Program (SERDP) is the Department of Defense's (DoD’s) environmental research and development program, planned and executed in partnership with the Department of Energy and the Environmental Protection Agency. SERDP's role is to fund research and development that addresses innovative technologies or methods that enhance military readiness, improve installation resilience, and strengthen America’s defense infrastructure. The development and application of innovative technologies supports operational effectiveness, improves warfighter capabilities, and reduces regulatory burdens. Within its broad areas of interest, the Program focuses on Environmental Restoration, Resource Conservation and Resilience, and Weapons Systems and Platforms. Specifically, the mission of FVL programs is to modernize, maintain and sustain Army Aviation as the dominant land force aviation component in the world. The missions of the Missile Defense and Long-Range Precision Fires programs are to modernize, maintain and sustain Army Missile Technologies as a dominant component of the land force's precision strike, close combat, and air defense capabilities. This mission comprises critical technology discovery and development programs, to include Long-Range Precision Fires (LRPF) and hypersonic missiles, advanced launchers for Fires and Air Defense, close combat systems, and air defense systems including missiles, radars and fire control/mission planning, and also counter-Unmanned Aerial Systems (UAS) capabilities, that enable the Army to counter and defeat increasingly sophisticated threats in multi-domain operations. TDD accomplishes its mission by: Providing DEVCOM Aviation & Missile Center with resources and capabilities to support; Army future Research and Development (R&D) Portfolio requirements. BARDA works closely with interagency partners through the public health emergency medical countermeasures enterprise (PHEMCE) to ensure a coordinated, whole-of-government approach to MCM preparedness response.
