The objective of the DARPA Lift Challenge is to significantly advance the capabilities of vertical lift unmanned aircraft systems (UAS) by achieving substantial improvements in payload-to-weight ratio. Current multirotor UAS provide simplicity, affordability, and ease of operation; however, their primary limitation is their low payload-to-weight ratio, which typically falls at 1:1 or less. This restriction significantly limits their ability to carry heavy payloads or operate for extended durations.

The Defense Advanced Research Projects Agency (DARPA) solicits proposals under Solicitation DARPA-PS-26-23 (Fleetwood) to develop catalysts and catalytic pathways to valorize lignin-containing waste biomass into value-added chemicals. The program focuses on extracting lignin from diverse feedstocks and developing stable catalysts to convert delignification products into target chemicals while maximizing selectivity. The mission of PMS 320 is to develop and provide smaller, simpler, more affordable, and more capable ship power systems to the Navy by defining open architectures, developing common components, and focusing Navy, industry, and academia investments. PMS 320 will provide leadership of the developments identified as part of this BAA, will direct the transition of associated technologies developed by the Office of Naval Research (ONR), and will manage the technology portfolio represented by Program Element (PE) 0603573N (Advanced Surface Machinery Systems) for transition into existing and future Navy ships.

The notice states the Army intends to negotiate sole-source under FAR 6.302-1 with Southwest Research Institute and is explicitly a notice of intent (not a request for proposals or competitive solicitation). The posting provides no response deadline, identifies PIEE links as the primary attachments for vendor access, and lists an inactive date of Jan 20, 2027.
