The Town of Winhall is seeking proposals from qualified contractors for the purchase of winter road salt for use within the Town of Winhall, Vermont. This Request for Proposals addresses the following: ⮚ SALT: The Town of Winhall seeks a per ton price for road salt, delivered to the stockpile on Old Town Road in Winhall. An estimated 1,500 tons is anticipated (subject to need) during the winter season, on an "as needed" basis. ⮚ Salt should meet State of Vermont specifications for moisture content, gradation, and be free of extraneous materials/debris at time of delivery. Salt shall be loose, free-flowing, and should not clump or cake. Moisture content shall not exceed 1% at point of delivery. The Town reserves the right to test the moisture level at the time of delivery, utilizing appropriate laboratory testing procedures. Sodium Chloride shall comply with all State of Vermont specifications. The Town reserves the right to reject any delivery not conforming to State of Vermont specifications or which is delivered in a lumpy or visibly unacceptable condition. Responses to this Request for Proposals should consist of: 1. A letter expressing interest in working with the Town of Winhall; 2. Documentation of relevant experience, qualifications, and licenses, including a list of municipalities the contractor supplies with salt; 3. Proposed fee structure. Period of Performance Multiple contracts may be awarded for work associated with this RFP. Work shall commence upon the date that said contracts are fully executed and shall terminate on June 30, 2027. Contracts may be renewed for a one-year term upon agreement by both parties. Submissions Proposals from interested parties must be received by the Winhall Town Administrator no later than 1:00PM on Monday, November 30, 2026. Proposals must be emailed to: townadmin@winhall.org. Proposals will be evaluated based upon the contractor's experience, background, and ability to perform the requested services at an affordable price. Cost will not be the sole determining factor in the award of this contract. The Town of Winhall reserves the right to reject any proposal that does not meet the criteria specified in this RFP, is received after the deadline, or is not complete. The Town of Winhall also reserves the right to seek clarification from any contractor that submits a proposal, once all proposals have been reviewed.
