Payroll and Employer of Record Services RFB
The State of Wisconsin, Department of Workforce Development, on behalf of the Division of Vocational Rehabilitation, is seeking bids for statewide payroll and employer-of-record services for DVR consumers. The contractor will process participant time sheets and payroll, handle tax withholding and W-2s, provide unemployment and workers’ compensation coverage, and maintain a separate account for participant payroll funds supporting about 2,400 individuals annually. The initial term is October 1, 2026 through September 30, 2027, with up to four one-year renewals, and bidders must meet U.S.-based performance, confidentiality, administrator, and background-check requirements.
