This document outlines the strategic plan of the Interim Study Commission on PTSD in First Responders to strengthen mental health support, awareness, and communication for Alabama's first responders. Key initiatives include promoting the 988 Suicide & Crisis Lifeline, the Connect Alabama app, and a network of 24/7 Crisis Centers, alongside providing education on PTSD and related risks. The overall objective is to build a more supported first responder community, enhance individual well-being, and improve public safety across the state.

This communication plan, developed by The Interim Study Commission on PTSD in First Responders, aims to promote and distribute vital PTSD information and resources to first responders across Alabama. The plan outlines coordinated strategies focusing on leveraging statewide partnerships, targeted outreach, multi-format materials, and event engagement. Key objectives include increasing awareness of PTSD symptoms and resources, normalizing help-seeking behaviors by reducing stigma, connecting responders to crisis centers and mental health programs, and supporting those experiencing trauma. The anticipated impact is enhanced access to mental health tools, greater understanding of PTSD, reduced stigma, and increased utilization of services to strengthen responder well-being and build resilience.

The board meeting covered several critical updates, including the legislative session results with 53 enacted mental health and developmental disability-related bills, and the progress of the Veteran's Mental Health Steering Committee's comprehensive plan. Divisional reports detailed the transformation toward Certified Community Behavioral Health Clinics, the operational challenges associated with providing specialized staffing for dually-diagnosed individuals in the developmental disabilities waiver program, and an analysis of the department's revenue and expenditure profiles. Additionally, public information initiatives were discussed, such as the annual Capitol Showcase and the Strike Out Stigma event.

The board meeting included announcements regarding staff transitions and retirements, as well as a presentation on statistical reductions in drug overdose deaths and opioid prescriptions. Discussions covered preparations for the upcoming legislative session, the review of pilot program awardees for veterans' mental health services, and the expansion of crisis center services with improved answering rates. Additionally, the board addressed updates on the waiting list for developmental disability services, waiver listening sessions, provider setting decertifications, and plans for a new intermediate care facility. The administration reported on the successful launch of the new automated certification system, and the public information office provided updates on mental health awareness initiatives and licensing plate sales.

The board received an orientation for new members and discussed jail-based competency restoration and the creation of a team to address challenges faced by dually diagnosed individuals. Divisional reports covered legislative tracking and budget planning, a partnership with SAMHSA for fetal alcohol syndrome prevention, and ongoing efforts to support individuals with complex needs through community waiver programs. The administration division introduced an upcoming electronic certification system, while public information updates included awareness initiatives for overdose, suicide, and recovery. Additionally, the board discussed rural health transformation efforts.
