Payroll and Employer of Record Services RFB

Description: The State of Wisconsin, Department of Workforce Development, on behalf of the Division of Vocational Rehabilitation, is seeking bids for statewide payroll and employer-of-record services for DVR consumers. The contractor will process participant time sheets and payroll, handle tax withholding and W-2s, provide unemployment and workers’ compensation coverage, and maintain a separate account for participant payroll funds supporting about 2,400 individuals annually. The initial term is October 1, 2026 through September 30, 2027, with up to four one-year renewals, and bidders must meet U.S.-based performance, confidentiality, administrator, and background-check requirements.
