Legal Services RFPs

Provision of civil/criminal litigation counsel, substitute/conflict counsel and legal counsel for investigation of complaints and rendering of written reports regarding complaints of violations of the city's policy prohibiting discrimination and harassment in the workplace and any other legal assignments deemed appropriate by the city attorney. See attached file.

Seeking one or more law firms to serve as outside litigation counsel in connection with certain pre-litigation and litigation matters related to lease enforcement, property management and other landlord-tenant and commercial litigation issues.

Outside counsel for insurance coverage counsel and litigation.

Tenant Support Legal Services.

Crime and Fraud Litigation includes, but is not limited to, defending NJSIG members in claims involving dishonest or criminal acts that cause financial loss to the school, such as theft, embezzlement, forgery, or fraudulent activity by employees or vendors.

General Litigation includes, but is not limited to, defending NJSIG members in claims brought under the New Jersey Tort Claims Act, N.J.S.A. 59:1-1, et seq., the New Jersey Civil Rights Act, N.J.S.A. 10:6-1, et seq., 42 U.S.C. § 1983, the New Jersey Law Against Discrimination, N.J.S.A. 10:5-1, et seq., Title VII of the Civil Rights Act of 1964, 42 U.S.C. 2000(e), et seq., the Age Discrimination in Employment Act, 29 U.S.C. 623(a). The factual basis for these claims range from premises liability, automotive liability, employment actions, discrimination and civil rights violations.

School / Education Litigation includes, but is not limited to, defending NJSIG members in claims brought under the Schools Ethics Act, N.J.S.A. 18A:12-21, et seq., the Individuals with Disabilities Education Act, 20 U.S.C. 1400, et seq. and N.J.S.A. 18A:46-1, et seq.

Medical Malpractice Litigation includes, but is not limited to, defending NJSIG members in claims alleging that a school-employed medical professional (e.g., nurse, therapist) provided improper care that caused injury to a student or staff member.

As distinguished from a General Litigation matter, a matter may be designated as a Complex matter at NJSIG’s sole discretion if the factual predicate for the claim is exceptionally complex, or if the claims involved are unusually complex. Such claims may include, but are not limited to, claims necessitating extraordinary expenses; claims involving fatalities or catastrophic injuries; claims involving allegations of sexual assault; and/or high profile claims involving media coverage. NJSIG estimates that fewer than ten percent of matters will be classified as Complex General Litigation matters. NJSIG may deem a matter complex without a prior request. Outside Counsel may also request that a matter be deemed complex, by sending a request, in writing, to the assigned NJSIG Claims Representative, identifying the complex nature of the facts and/or claims.

Provide legal counsel services.

Provide outside legal-counsel services in the area of labor & employment counsel, including other ancillary and related matters.

Contract Counsel Legal Services for the November 1, 2026 – October 31, 2029, contract period.

As distinguished from a General Workers’ Compensation matter, a matter may be designated as a Complex Workers’ Compensation matter at NJSIG’s sole discretion if the factual predicate for the claim is exceptionally complex, or if the claims involved are unusually complex. Such claims may include, but are not limited to, claims necessitating extraordinary expenses; claims involving fatalities or catastrophic injuries; claims involving allegations of sexual assault; and/or high-profile claims involving media coverage. NJSIG estimates that less than five percent of matters will be classified as Complex Workers’ Compensation Litigation matters. NJSIG may deem a matter complex without a prior request. Outside Counsel may also request that a matter be deemed complex, by sending a request, in writing, to the assigned NJSIG Claims Representative, identifying the complex nature of the facts and/or claims.

Provide general counsel legal services.

Law firms or individual attorneys to provide general counsel legal services on a retainer and/or as-needed basis.

Legal Services – Special Counsel.

Provide general counsel legal services. Legal services may include HUD and HCV program compliance, fair housing and landlord-tenant matters; employment and governmental legal matters; procurement and contract review; board governance and nonprofit guidance; litigation and administrative representation; affordable housing and multifamily operations support.

Qualified law firms or licensed attorneys to provide ongoing general legal services on a retainer basis. The selected firm or attorney shall serve as general counsel and provide legal services including, but not limited to: governance & board counsel; advising the board of directors on fiduciary duties and governance matters; preparing and reviewing resolutions and board policies; attendance at regular and special board meetings as requested; advising on Missouri Sunshine Law compliance; see outside link.
