The Maryland Public Service Commission (PSC) issued an RFP to procure technical consulting services to design a successor Net Energy Metering (NEM 2.0) tariff framework required by the Utility RELIEF Act. The contractor will develop a value-stack based tariff design, coordinate with stakeholders and the NEM 2.0 Work Group, and produce a Tariff Framework Report and calculator tool. The period of performance is two years starting with a Notice to Proceed expected July 1, 2026, under a Double Envelope Proposal process.
