Qualified renewable energy developers shall plan, permit, design, install, finance, operate, and maintain offsite, virtually net-metered renewable energy projects that will produce an NRES revenue-sharing agreement directly with the TOEH. Georgia Environmental Finance Authority (GEFA) seeks to prequalify Energy Services Providers (ESPs) to compete for Guaranteed Energy Savings Performance Contracts (GESPCs). The RFQ requires SOQs demonstrating capability to develop, audit, design/implement, finance, and verify Energy Conservation Measures (ECMs); minimums include audited financials, specified bonding and insurance (CGL and professional liability), ability to guarantee savings and arrange financing, and completion of at least ten GESPC projects with at least one year of savings performance. This process creates a Prequalification List (no project awards) for State Agencies to invite to future RFPs.
