Sole Source: Not viable here—redirect to coops or proceed with a formal competitive bid.
Coops: If your offering is on an Ohio Cooperative Purchasing/State Term contract, lead with that to bypass a formal bid (purchases over $77,250 otherwise default to competitive bidding).
Tuscarawas County, OH shows a complete absence of sole source awards and a strong commitment to competitive processes. This path is not viable; sole source justifications will not be accepted.
