Board meetings and strategic plans from Dare County
The board meeting included the presentation of service pins to several county employees in recognition of their years of service and professional contributions. The commissioners formally designated July as Parks and Recreation Month through an approved resolution and received an update regarding upcoming recreational community events and the ongoing progress of the Dare Housing Foundation.
The board discussed the construction and repair project of the groin, specifically addressing issues with the lowest bidder. The board voted to reject the lowest bid based on the bidder's inability to timely perform the contract and subsequently approved the second-lowest bidder, S.J. Hamel Construction. A budget amendment related to this award was authorized. Additionally, the board approved a budget amendment for a multi-year contract with Microsoft to achieve cost savings. Finally, the board discussed the ongoing dredging challenges at the Oregon Inlet bar, including the disagreement regarding the location of the dredge box with the Army Corps of Engineers and the resulting navigational concerns for mariners.
The Board discussed two primary agenda items. The first was the Buxton beach nourishment project, where they approved an increase in sand volume and authorized execution of capital project ordinances following favorable financing interest rates. The second item was the approval of the audit contract for the upcoming fiscal year, adhering to state statutory requirements for auditor engagement.
The board meeting included the chairman's opening remarks, which honored a former mayor. The board recognized several county employees for their years of service, including 10, 20, and 30-year milestones, and presented awards to the Employees of the Month for May and June. During the public comment session, residents expressed concerns regarding the environmental impact, potential flooding, and traffic issues caused by the development of a new campground on Hatteris Island, specifically questioning compliance with existing natural resource preservation ordinances.
The Board of Commissioners discussed various community and administrative matters. Key agenda items included the presentation of the Governor's Award for Volunteer Service, proclamations for EMS Week 2026 and Older Americans Month, and the annual report for the Older Adult Services Advisory Council. The Board reviewed an opioid settlement funding plan, a state appropriation request for the Wanchese Marine Industrial Park living shoreline project, and proposed funding for a community-organized Dare Day event. Additionally, the Board conducted a public hearing and adopted a resolution regarding the financing of beach nourishment and public works projects via installment financing contracts. Other business included departmental reports, service pins, employee recognition, board appointments, and updates on county policies and budget revisions.
