Sole Source: If sale is less than $75,000, use sole source.
Coops: If not sole-sourceable, confirm an OMNIA Partners contract and ask Purchasing to piggyback; get the department to request this path.
Entity: City of Mount Dora, FL.
Thresholds/Process: Sole source requisitions over $5,000 are publicly advertised for ten business days. City Manager approval authority up to $100,000 (stay under this to avoid City Council approval). Low formal bidding threshold is $75,000, so sole source can reduce process friction.
