City of El Reno

The meeting included discussions regarding the City of El Reno Tourism Grant applications from Let's Do It Again and Red Dirt Rendezvous Regional Hereford Show, with both applications tabled for later presentation and action. The meeting included the approval of the consent agenda items, which covered the minutes of the October 11, 2022 meeting, the adoption of the Section 3 Plan for the CDBG COVID Response Program (Resolution No. 23-015), amendments to an equipment lease agreement with The Lord's Harvest, a new equipment lease agreement with El Reno Blessing Baskets, approval of budget amendments for the 2022-2023 fiscal year, and approval of claims for October 2022. The meeting also included recognitions and presentations honoring Mayor White for 15 years of service and Council Member Robinson for 8 years of service.

The Special Meeting was convened following a roll call of attending members and staff. A significant portion of the meeting involved convening into and reconvening from an Executive Session. No action was taken during the Executive Session, which was held to consider confidential communications between the City Council and its attorney regarding three distinct legal matters: The City of El Reno v. Chaparral Energy, LLC; City of El Reno, Defendant/Appellant v. Kelly Patrick Donaldson, Plaintiff/Appellee; and Revolution Operating Company LLC, and LADD, LLC v. City of El Reno. The open session concluded with a motion to adjourn.

The El Reno City Council meeting included discussions and actions on various items, such as establishing a Planned Unit Development (PUD), reclassifying zoning districts for multiple properties, and vacating a portion of N. Hoff Ave. Additionally, the council addressed unmanned aircraft system operations, solid waste disposal, and authorized the filing of a petition for a Declaratory Judgment terminating the El Reno Urban Renewal Authority. Approvals were also given for change orders related to storm sewer replacement and drainage improvements, as well as the purchase of a John Deere Grader and rock materials. The meeting also covered the El Reno Regional Airport 5-year plan and fees for El Reno Services at Crimson Creek Golf Course. A priority list for street overlay projects was discussed, and acknowledgement was given for an upcoming Oklahoma Municipal Assurance Group (OMAG) Recognition Program for Council.
