The meeting included discussions regarding the City of El Reno Tourism Grant applications from Let's Do It Again and Red Dirt Rendezvous Regional Hereford Show, with both applications tabled for later presentation and action. The Board also discussed potential amendments to add Revocation and Non-Disparagement Language to the Sponsorship Application Program, requesting more non-disparagement language before re-review. Furthermore, the Board accepted the proposed meeting dates and times for the 2026 CVB meetings and received general updates from the Canadian County Expo Center, El Reno Chamber of Commerce, and El Reno Main Street.
The special meeting agenda included discussions and actions on several municipal matters. Key items approved included a corrected Utility easement within a specific quarter section of Canadian County, Oklahoma, and the acceptance of a Clean Water State Revolving Fund (CWSRF) Loan for Project No.: ORF-23-0096-CW. The council awarded Project No. M-13 (Lake Trail Extension) to All Roads Paving and Project No. N-05 (SW 27th Street Drainage) to Redlands Contracting. Approval was also granted for Project No. N-11 (Cemetery Pond Improvements) utilizing Park funds, and a 3% Employee One-Time Pay Adjustment. The council approved a Surface Use and Damage Agreement with Paloma Partners IV, LLC regarding oil, gas, and mineral operations. An update on the City of El Reno Fiber Project included authorization for the Manager, Finance, and Mayor to explore financing options. During executive session, the council discussed pending litigation concerning opioid prescription drugs, ultimately approving participation in both the Distributors Oklahoma Settlement Agreement and the Janssen Oklahoma Subdivision Opioid Settlement Agreement.
The meeting included the approval of the consent agenda items, which covered the minutes of the October 11, 2022 meeting, the adoption of the Section 3 Plan for the CDBG COVID Response Program (Resolution No. 23-015), amendments to an equipment lease agreement with The Lord's Harvest, a new equipment lease agreement with El Reno Blessing Baskets, approval of budget amendments for the 2022-2023 fiscal year, and approval of claims for October 2022. Discussion items resulted in the approval of Ordinance No. 9309 concerning court-related services, Ordinance No. 9310 addressing procurements and competitive bidding, Ordinance No. 9311 regarding development permitting requirements, and Resolution No. 23-016 adopting the El Reno Sunset Drive/Route 66 Plan. A Special Event Permit for the Main Street Christmas Parade & Event was also approved. A financial report noted a decrease in sales and use tax revenue but an overall positive standing for the year. The meeting also included recognitions and presentations honoring Mayor White for 15 years of service and Council Member Robinson for 8 years of service.
The Special Meeting was convened following a roll call of attending members and staff. A significant portion of the meeting involved convening into and reconvening from an Executive Session. No action was taken during the Executive Session, which was held to consider confidential communications between the City Council and its attorney regarding three distinct legal matters: The City of El Reno v. Chaparral Energy, LLC; City of El Reno, Defendant/Appellant v. Kelly Patrick Donaldson, Plaintiff/Appellee; and Revolution Operating Company LLC, and LADD, LLC v. City of El Reno. The open session concluded with a motion to adjourn.
