In recognition that homelessness is a public health and housing crisis, the City of Newark's Strategic Plan on Homelessness establishes measurable, achievable recommendations to end chronic homelessness. The Plan reflects lessons learned during the COVID-19 pandemic, when the City and its provider network responded to unprecedented challenges by leveraging new funding streams, innovative service models, and cross-sector collaboration to serve those most in need. Successful approaches were tested, evaluated, and refined, forming the foundation for the City's ongoing system transformation. Through a comprehensive planning process, the City has articulated a clear vision: Newark will strive to end chronic homelessness for all individuals over the next three years through collaboration, prevention, and housing, ensuring that homelessness, when it cannot be prevented, is rare, brief, and nonrecurring. The Homelessness Strategic Plan establishes a proactive, adaptable service delivery system focused on preventing housing loss, rapidly stabilizing households experiencing homelessness, and expediting connections to permanent housing with appropriate supportive services. Implementation of the Plan will rely on continuous data review, outcome monitoring, and community partnership to ensure accountability and system improvement.
