The City states design is in progress (60–75% complete) and that bidding is anticipated around Summer 2026 with construction expected to begin by the end of 2026 and run approximately two years. As of 2026-06-26 no buyer-posted solicitation, bid package PDF, or formal bid close date was found on the City’s public procurement pages; the City indicates formal solicitations are published via its vendor/solicitation portal (OpenGov / IonWave).

Project includes all Work required to rehabilitate and expand the existing wastewater treatment plant (WWTP) to an average daily treatment capacity of 2.5 million gallons per day (MGD). This Work involves comprehensive mechanical and electrical rehabilitation of critical treatment process components, as well as construction of new infrastructure to support increased capacity and improved operational performance. This Project includes the full mechanical and electrical rehabilitation of the existing clarifiers, Biotower trickling filters, ultraviolet (UV) disinfection system, lagoon liner, and electrical room. This Project also involves the modification of piping and valving systems associated with the Biotower process to improve flow control, operational flexibility, and system reliability. This contract is comprised of installing utility lines, connections to existing lines and connections to trailer pads. Utilities included are electrical, water and sewer. Option items included are trenching, providing and spreading gravel and installation of an asphalt apron. Utilities – Water - The new water line will be connected to the existing water line between the meter and bunkhouse. Main water line will remain same size as existing line. Existing line is a 2” poly line. New water line will be a 2” HDPE blue Poly and connect to existing. One stop and waste to be installed within 5ft of new and existing line connection. Sewer – The new sewer line will be connected to the existing sewer line at the bunkhouse. Main line will be 6” with trailer connections being 6” to 3” Wye’s. Drainage must remain between 1/8” – ¼” per ft across the entirety of the line. Must meet state code. Electrical – A transformer and drop-down meter will need to be coordinated and installed with Empire Electric and conduit and wiring ran from meter to the trailer pads. Contractor will be responsible for determining sizing of conduit and wiring. Must meet state code.
