The State of Colorado Division of Youth Services (DYS) is soliciting proposals to select a fiscal agent and general contractor to manage CYDC and MTR funds and provide administrative and fiscal oversight for the 12th Judicial District JSPC. Scope includes fiscal management and oversight of program funds, employment and supervision of CYDC staff, contracting with service providers, monthly billing, and ensuring compliance with DYS accounting and HIPAA requirements. The solicitation (RFP-IKAA-2026000282-1) was posted June 26, 2026; questions are due July 14, 2026 and proposals are due July 30, 2026.

Seeking qualified managing entity to serve as the circuit-wide administrative and fidelity hub for both programs, overseeing implementation quality, subcontractor performance, data collection, and long-term program sustainability. The managing entity role is newly established under the FY2027 award and represents a strategic expansion of the Circuit's capacity.
