The requirement emphasizes scalable, automated data acquisition/linkage, FISMA Moderate and Zero Trust compliance, researcher identity verification, and federated data services to host and share sensitive research datasets. The presolicitation seeks offerors capable of establishing and operating the enclave and related services; a formal RFP is expected to be released (per the notice) and will contain submission instructions.

Scope includes full lifecycle support for CDMA Platform, modernization of legacy AlphaRex NLP solution, enterprise AI capability operations, and full lifecycle support for new DMS solution development initiatives (experimentation / ideation to production). CDMA scope includes ongoing full lifecycle support for the CDMA Platform technology, FDIC business adoption support (business initiatives using the platform), and continuous modernization of the platform. Implementing advanced data security capabilities (including enterprise data labeling), multi-cloud and on-premises data fabric architecture, ongoing maturation of the CDMA platform, ongoing maturation of the Lake House for enterprise data management, ongoing improvements to automated management of the platform infrastructure via Terraform Infrastructure as Code (IaC), and business self-service capability improvements. Scope includes key technology: Azure Databricks, Azure Synapse, Azure Data Lake, Azure Data Factory, Azure Machine Learning, Azure AI Services (aka collection of Azure cognitive services – including Azure Open AI), Azure Cosmos DB, Azure App Services, Azure Functions, Azure Container Registry, Azure API Management, GitHub Enterprise, Splunk, and Terraform. The CDMA program, led by CDOS, includes establishing and providing ongoing support to the FDIC business Divisions as they adopt this new, strategic, enterprise-wide data management and data analytic foundation capability.
