This document serves as an official notice and calendar scheduling entry for a regular meeting of the Village Council.

The council convened a special meeting to conduct a periodic performance evaluation of the Village Manager. The meeting included a closed session pursuant to the Michigan Open Meetings Act to discuss the evaluation. Upon returning to open session, the council formally accepted the Village Manager's performance evaluation, which resulted in an overall composite average score of 4.24 out of 5, categorized within the 'Good' range on the adopted rating scale.

The council discussed various operational items, including a proposal for an easement agreement for driveway access, which failed for lack of support, and the authorization to participate in the Oakland County CDBG program. They adopted amendments to water metering ordinances, received a pavement asset management plan, and initiated a review of public works operations. Additionally, the council confirmed the appointment of an Acting Public Works Director and discussed staff operating hours, while reviewing financial reports and receiving various departmental updates.

The meeting focused on ethics training for members of the Village Council and Board of Ethics, including a review of the Village Ethics Policy and Council Guidelines. Key discussion topics included the purpose of the Ethics Ordinance, conflict of interest rules, mandatory disclosures, recusals, advisory opinions, ethics complaints, and compliance with the Open Meetings Act. The Council authorized the Village Attorney to collaborate with the Board of Ethics to develop and propose revisions to the Village Ethics Ordinance.

The Council evaluated funding strategies for water and sewer systems, specifically addressing long-term debt, infrastructure requirements, and revenue bond financing. A resolution was adopted to set fiscal year 2026-27 water and sewer rates and charges. Furthermore, the council approved several year-end budget amendments to address financial adjustments.
