The meeting included the start of the recording and call to order, review of minutes from the August 8 meeting, and agreement on final wording and contents of the minutes.

The committee reviewed a Letter of Interest from Abby Pelton and recommended to the selectboard that Abby Pelton be appointed as town constable. The committee recommended adding the word 'compassionate' to the 'Ideal Candidate' section. They also recommended adding a statement to the job description regarding the constable's duties and responsibilities to support other town officials in enforcing the town's bylaws and ordinances. Furthermore, a recommendation was made for the selectboard to set a guideline regarding the public disclosure of information related to situations involving the constable. A motion to allocate funds for the constable's compensation failed, but a motion to reassess the constable's compensation was passed.

The meeting covered routine business, including corrections to previous minutes and approval of check warrant reports. A review of the 2025 Frendly Gathering was conducted, discussing its success and potential return in 2026. Staff reports included updates on road projects, culvert repairs, and grant opportunities. New business involved discussions on the Building Automation System (BAS) and town solar net metering for the school building. Old business included updates on the Constable Advisory Committee, establishing new committees, recruiting members, and the Talc Mine property donation.

The annual town meeting included discussion and decisions on various articles. These included electing town officers, authorizing the Town Treasurer to collect current taxes, setting the due date for property taxes, and authorizing funds for the General Fund and Roads Budget expenditures. Additional topics included appropriating funds for the New Road Machinery Fund, Repaving, Bridges and Large Structures, and maintenance and improvement funds for the Town Garage, Town Office, and Meeting House. Voters also considered transferring funds for accounting software, a professional audit, and the Emergency Reserve Fund, as well as appropriating funds for nonprofit organizations. The meeting also addressed whether to prohibit the Constable from exercising law enforcement authority and to amend the position of constable to an appointed one.

The Windham VT Selectboard meeting included discussions and decisions on various topics. These included approving Sunapee for repaving and All States for chip sealing, updates on road repairs and culvert inventories, and treasurer's report on the Grand List and property taxes. The board also discussed a new animal ordinance, the constable position, and contracts for the Sheriff's ACO and law enforcement services. Additionally, they covered wood burning policy changes, insurance issues related to land from Imerys, and updates on property donation and phone and internet services installation.
