The Council discussed renewing a Treasury Bill and WWTP Land Acquisition CD, purchasing an extra battery for the traffic sign, and Shriner Court letters concerning unnecessary items on porches. Council President Laura Conaway is working on National Night Out and received requests for the Duck Derby event to be more handicapped accessible. Ellen Cutsail will schedule a meeting with Taneytown Lions Baseball to discuss the Memorandum of Understanding. Guyer Brothers completed the lining of the western sewer pipe located at the end of George Street stream crossing, which has improved Waste Water Treatment Plant flows. Stambaughs is in receipt of the six street maintenance proposals. There was a call about a sinkhole at 4 E. Elger St., which is the homeowner's responsibility. The council would like to begin working on an Emergency Management Plan for Union Bridge and reported two street lights in need of repair. Parking meter complaints were discussed, and the council would like to look into implementing landlord licensing in Union Bridge.

The council discussed several topics, including a recommendation for appointments to the Planning and Zoning Commission. An amendment to the FY 24125 Budget was proposed to cover equipment expenditures, field investigations, and sewer stream crossing repairs. The Town's Record Retention and Disposal schedule was reviewed and approved. The Carroll County Sheriff's Office reported on calls for service within the town. High flows at the sewer plant and potential stream restoration were discussed. Potential street maintenance projects were reviewed, and community events were highlighted. Parking issues were addressed, and concerns were raised about a land purchase and the rescheduling of the Duck Derby and Jeep Show. The council then moved into a closed session to discuss 4714 Ladiesburg Road.

The Mayor and Town Council have determined that the adoption of a Capital Improvement Program is in the best interests of the Town and will provide a useful guide for planning and budgeting of capital improvements and assigning priorities and funding sources among such improvements. The FY 26 Capital Improvement Program Fiscal Years FY 26 - FY 31 attached hereto as Exhibit "A" is hereby accepted and acknowledged by the Town Council for The Town of Union Bridge.

The document is the Fourth Amendment to the 2008 Union Bridge & Environs Community Comprehensive Plan. It includes updated map revisions, explanatory text, demographic data, a Housing Element, and recommended implementation measures as required by State Law. The amendment was approved by the Planning Commission and certified to the Union Bridge Town Council for adoption.

The Town will donate a gift basket for the Rubber Duck Derby raffle.
