Town of Ocean Ridge

This document presents the 2024 EAR-Based Amendments to the Town of Ocean Ridge, Florida's Adopted Comprehensive Plan. The plan outlines goals, objectives, and policies across key elements including Future Land Use, Transportation, Housing, Infrastructure (Wastewater, Solid Waste, Potable Water, Natural Groundwater Aquifer Recharge), Coastal Management, Conservation, and Recreation and Open Space. Its strategic direction emphasizes protecting the residential character and natural environment, maintaining efficient public infrastructure, ensuring a mix of housing types, and enhancing community resilience to climate change impacts, such as sea level rise, over the planning period from 2025 to 2045.

The meeting addressed various topics, including bridge repairs, crosswalk projects, and drainage improvements. Presentations covered updates on water system improvements and generator replacements. Public comments included concerns about beach access, dog control on the beach, and ongoing construction projects. The commission reviewed and approved ordinances related to grandfathered structures and sewage disposal facility fencing. Significant discussion centered on building permit extensions for two properties, with one extension granted and the other denied due to lack of progress. A discussion regarding the conversion of streetlights to LED was deferred to allow for a sample installation. A request for lien reduction was denied. Updates were provided on various town projects and initiatives, including a pedestrian safety task force.

The Code Enforcement Hearing addressed three cases. Case 2022-005 involved incomplete improvements to a subdivided property, resulting in a 90-day compliance order with daily fines. Case 2022-003 concerned work without permits and continued work after a stop-work order, leading to a 30-day compliance order for each violation with daily fines. Case 2022-004 focused on the failure to maintain a seawall, requiring an engineer's evaluation and permit applications for repairs.

The Planning and Zoning Commission meeting included a quasi-judicial development plan review for 120 Marlin Drive, focusing on the construction of a new two-story family home. Discussion points included site visits by commissioners, review of the plans and revisions, drainage code compliance, and landscaping plans. Specific concerns were raised regarding the landscaping's impact on views from neighboring properties and the need for sufficient screening to mitigate the visual impact of the paved areas.

This code enforcement hearing focused on the property located at 8 Inlet Cave, Ocean Ridge, concerning a floating dock encroaching on the required 10-foot setback. The hearing granted a continuance due to a pending variance application to be heard on November 17th. The respondents were given until December 6th to comply with the setback requirement or face a fine of $100 per day. The town was awarded $124 in administrative costs.
