Lower scores indicate easier procurement processes. Created by Starbridge.
Sole Source: only if truly unique; coordinate IO 3-38 justification with the department—otherwise default to coops/resellers.
Coops: Non-IT or general goods/services: use a cooperative (Sourcewell, OMNIA Partners, BuyBoard, or NASPO ValuePoint via Florida DMS).
Miami-Dade County, FL allows sole source when the solution is genuinely unique, but it is a secondary path.
Process: Monitor the county’s Advance Notice to Waive Competition portal. If aligned, work with the end-user department to prepare the justification required by Implementing Order 3-38.
