This document outlines the kickoff session for the Levy County 2050 Comprehensive Plan Update, emphasizing compliance with Florida Statutes and addressing current priorities such as growth, housing, water, and resiliency. The resolution focuses on adopting building permit fees, in accordance with Chapter 4, Section 4.010 of the Town of Otter Creek Florida Code of Ordinances. It includes a permit fee schedule for new residential or commercial construction, storage facilities, alterations or remodeling, building move-ons, masonry fence walls, awnings, roofs, and swimming pools, as well as electrical, plumbing, and air conditioning permits. The resolution also outlines fees for mobile home move-ons, public amusement devices, demolitions, signs, pole barns, reinspections, and plan reviews.

The Town of Otter Creek's comprehensive plan amendments, adopted on January 8, 1996, include updates to the Recreation and Open Space Element, Potable Water sub-Element, Housing Element, and Capital Improvements Element. These amendments were reviewed by the Florida Department of Community Affairs, with no objections raised.

The Town Council reviewed its existing water rate structure and determined that changes were necessary to ensure the system is self-supporting and to avoid losing control over the rate structure. The council resolved to amend the water rates, setting a minimum charge and a rate per gallon for usage over a certain threshold. The new rates were set to be effective as of October 1, 1995, and the council committed to reviewing the water rates annually to maintain the system's self-sufficiency.
