The Levy County 2050 Comprehensive Plan's Transportation Circulation Element aims to establish a safe, efficient, resilient, and fiscally responsible transportation network for all users. This is achieved through four key objectives: providing a safe and efficient motorized and non-motorized transportation system with appropriate access and maintenance; coordinating the transportation circulation system with future land use, promoting compact development, and preserving rural mobility; enhancing intergovernmental coordination with various agencies for effective transportation planning; and protecting and managing existing and future rights-of-way. The overarching goal is to ensure adequate transportation facilities, coordinate with future land use and evacuation needs, protect critical corridors, and maintain adopted service level standards.

This is to be achieved through coordinated public, private, and intergovernmental initiatives focusing on creating local employment opportunities, supporting existing businesses, and strengthening key sectors like agriculture, aquaculture, and forestry. The plan prioritizes expanding workforce and career pathways, promoting fiscally responsible infrastructure investment, preserving the county's rural character, and protecting its natural, recreational, historical, coastal, cultural, and working-land resources. Key strategic objectives include enhancing economic development strategies, bolstering educational and job training programs, optimizing planning and development processes, safeguarding rural and environmental quality, developing the agricultural and working lands economy, and vitalizing tourism, recreation, cultural resources, and small businesses.
