Sole Source: Skip sole source unless truly unavoidable; pivot to coops/resellers for speed and compliance.
Coops: Start with a cooperative: Propose buying through Sourcewell to avoid formal bidding.
City of Wenatchee prioritizes open competition; there’s no clear evidence of routine sole source awards. Treat sole source as low-probability.
Thresholds: No specific sole source dollar limit is published in the cited sources; Washington’s low municipal bid thresholds (RCW 35.23.352) often trigger formal competition.

Artist or team of artists to create a mural on the face of the new Clark Pedestrian Bridge ramp in Hale Park in Wenatchee. The goal of the project is to create a mural on the eastern face of the triangle-shaped bridge ramp in Hale Park. The wall is approx. 9 FT tall at the high end and 164 feet long (measurements to be verified by the artist). Hale Park is located between the Burlington Northern Railroad and the Columbia River. The park features a dog off-leash area, skate park, picnic shelter, and children's play equipment. The Clark Bridge was the first bridge that spanned the Columbia River and is part of the ten-mile Apple Capital Recreation Loop Trail. The mural should be representative of the park, Wenatchee, and the Wenatchee Valley. Some possible design themes could include neighborhood identifiers (i.e. Hale Park features), river aquaculture, landscaping for pollinators, outdoor recreation, Wenatchee, or others. Abstract designs are also allowed. The murals must be suitable for public viewing by all ages.
