The City of Gig Harbor's Three-Year Strategic Plan outlines a roadmap to address key projects and objectives, enabling the city council to benchmark priorities against its vision. The plan focuses on leading in livability, environmental stewardship, economic vitality, and municipal services through foundational goals such as fostering a healthy city organization, ensuring sustainable public services and facilities, maintaining small-town character and historic preservation while promoting responsible growth, advancing environmental sustainability, enhancing a dynamic economy, and providing a safe, healthy, and inclusive community.

This ordinance adopts the City of Gig Harbor's 2016 Parks, Recreation, and Open Space Plan. The plan serves as a foundational document for the City's parks, recreation, and open space initiatives, updated to maintain eligibility for Washington State Recreation and Conservation Office (RCO) grant programs. Developed with extensive public input, it outlines the strategic direction for enhancing and managing the City's recreational assets.

This ordinance adopts a revised Land Use Comprehensive Plan for the City of Gig Harbor to ensure compliance with the Washington State Growth Management Act. The plan incorporates a new formatting for goals and policies, updates references, amends the land use element for consistency with Pierce County planning, revises density allocations, and adds policies for the Tacoma Narrows Airport and low impact development. It further amends the environmental element for mineral resource lands, updates the housing element, identifies state and county lists for essential public facilities, replaces the transportation element with the 2002 update, and amends the capital facilities element to update descriptions and future needs. This revised plan repeals the November 1994 Comprehensive Plan.

The 2021 Tacoma-Pierce County Solid & Hazardous Waste Management Plan is a strategic document adopted by the City of Gig Harbor as its comprehensive plan for solid and hazardous waste management. It identifies goals, objectives, and actions necessary to achieve a community vision, and the city commits to implementing its policies, recommendations, and disposal methods in partnership with Pierce County.

The City Council discussed a variety of operational and community matters, including the presentation of a Black History Month proclamation and an overview of future housing opportunities through South Sound Housing Affordability Partners. Reports were provided regarding mass vaccination efforts, the establishment of a Sister City Program with Selca, Croatia, and updates from the I.T.S. department, including infrastructure migrations and security training. Infrastructure updates were shared regarding the Veteran's Park playground project and native landscaping on Harbor Hill Drive. The Council approved the designation of an official newspaper, postponed the adoption of Ancich Park dock rules to a future study session, and discussed proposed ordinances regulating personal mobility devices. Additionally, reports were provided from the Planning/Building Committee and the Parks Commission, including a potential park renaming initiative.
