Board meetings and strategic plans from City of Crystal River
City Council held two budget workshops for the FY2026 budget development process. Staff focused primarily on the General Fund, along with discussion for several other areas within the City. The FY2026 budget projections reflect no millage increase as promised. Council voted to retain the current millage rate of 6.59 on July 8, 2025. Council approved Management to continue the merit bonus program as an employee incentive versus the standard across the board COLA raise for all. The current settlement offer of Hurricane Idalia claims could negate additional revenues. The original shortfall of $231,658 was calculated based on a 2.0% anticipated increase in taxable values, as well as conservative State revenues. The state has now released their revenue projections for FY2026. Our final health insurance rates were released in June -- the rates have remained the same. FRS rates overall have decreased 2.6%.
The council meeting involved various discussions and decisions. Presentations included an update on an approaching storm. Unfinished business was addressed, along with the adoption of a consent agenda covering minutes approval, an interlocal solid waste agreement, a contract for digitizing city records, a budget update, and appointments to the Waterfronts Board. Public input included discussions on a flag ordinance, sewer line installations, and a 9/11 memorial's relocation. A public hearing was held regarding watering restrictions, and ordinances were considered for annexation of properties, a flag ordinance, and de-annexation of other properties. Other items included budget resolutions, the purchase of a backhoe, donation of surplus property to Habitat for Humanity, an agreement with the Citrus County Sheriff's Office for school traffic control, and committee reports. The meeting concluded with council member reports and additional public input.
The council meeting involved presentations, unfinished business, and approval of consent agenda items, including minutes from a previous meeting and special event permits. A public hearing was held for the review and adoption of resolutions regarding the tentative millage rate and budget for FY 2016-2017, and the CRA budget. Discussions included updates on Hurricane Hermine damage assessment, community resources for recovery, the Indian Waters Sewer Expansion Project, and the allowance of RVs for temporary housing. Committee reports were given, and public input was received. Other agenda items included discussions and approvals related to property vacation, a contract with Disabled American Veterans, an interlocal agreement for solid waste disposal, a letter supporting state funding for the Fish Bowl observatory, Three Sisters Springs visitor center options, lift station rehabilitation, sidewalk installation, and the transfer of a drainage retention area.
