This document is a Housing Needs Assessment (HNA) for the City of Colville, prepared as part of its 2026 Comprehensive Plan update. It analyzes the city's demographics, housing stock, economy, and land capacity to understand current and future housing needs. Staff also briefed the commission on comprehensive plan updates and discussed future public engagement strategies regarding housing and zoning.

The council reviewed and approved various payroll and claims payments as part of the consent agenda. Key actions included approving a variance to the municipal code to allow for camping in Yep Kanum Park during the annual swim meet and the purchase of a replacement forklift for the street department. Updates were provided on the library project, including legal efforts to clarify property ownership and bid reviews. Additionally, reports were shared regarding police service calls, library schedule changes due to levy failure, and status updates on wastewater facility equipment and public works projects. The council also reached a consensus to pay off a loan related to the 1st and Wynne parking lot using funds from the Business Improvement District.

The meeting agenda includes providing updates from committee members regarding previous film festivals and applicant inquiries, receiving updates from the Council Liaison, and reviewing the current fund balance.
