City of Chino Hills

This document outlines the Chino Hills City Council's goals and priorities for the fiscal years 2026-27 and 2027-28. It reviews five overarching goals, identifies factors contributing to the city's unique character, and addresses potential external challenges. The four key priorities established are: promoting economic development, reducing costs while increasing revenues, supporting public safety through fire risk management, and enhancing the quality of life within Chino Hills, dependent on available resources. These priorities will guide budget decisions, policy discussions, and strategic initiatives.

The strategic plan for the City of Chino Hills focuses on housing affordability by preserving existing affordable housing, assisting homeowners with repairs, and supporting new affordable rental housing. It also aims to improve public facilities and infrastructure, such as street improvements and ADA accessibility. Additionally, the plan prioritizes public services like job training and senior activities, while promoting fair housing through education and counseling. The plan also focuses on serving extremely low-income, low-income, and moderate-income families, people with disabilities, and those experiencing homelessness.

The 2020-2025 Consolidated Plan and 2020-2021 Annual Action Plan for the City of Chino Hills outlines a comprehensive strategy for housing and community development needs. Key areas of focus include maintaining and expanding housing affordability, improving public facilities and infrastructure, providing public services to low- and moderate-income individuals, promoting fair housing, and program administration. The plan aims to leverage CDBG funding to address affordable housing, homelessness, community development, and economic development needs, with a focus on benefiting low- and moderate-income residents and special needs populations.

The committee discussed the city's position on several Senate Bills (SB) and an act. These included SB 707 regarding open meeting and teleconference requirements, SB 16 concerning homeless housing and prevention programs, SB 634 on homelessness and penalties, SB 38 about the Second Chance Program, SB 456 related to contractors and muralists, SB 789 regarding taxation and vacant commercial real property, and S. 1323, the FIREWALL Act. Additionally, they discussed the next steps for the Chino Hills State Park audit and legislative advocacy trips to Sacramento. Updates on the legislative calendar, state budget, and federal earmark and reconciliation package were presented by Townsend Public Affairs.

The Parks and Recreation Commission meeting agenda includes the approval of meeting minutes, the Teen Advisory Board Strategic Action Plan, and the appointment of commissioners to the Teen Advisory Board Ad Hoc Committee. The proposed design for the Crossroads Park Inclusive Playground Project will also be reviewed. Staff will present updates on the Community Services monthly calendar and ongoing community services and parks projects.
