The board reviewed and approved the January 2019 financial statements. The director reported on the status of basketball and volleyball programs, and the high number of soccer sign-ups for spring tournaments. The board also decided to hold quarterly meetings on the second Wednesday of February, May, August, and November at 4:00 pm.

The committee tabled the June 2019 Financial Report and approved $5,250.00 in funding for Lights Over Alva.

The meeting focused on a discussion and decision regarding the plat approval for the Young Street Six Housing Addition. Concerns were raised by citizens regarding traffic, water pressure, erosion, and drainage system impacts. The Planning Commission considered two options: denial or conditional approval. The commission ultimately denied the plat approval due to the project's non-compliance with city code requirements regarding lot size, lot width, and parking. The possibility of LeftFrame, LLC resubmitting their development plan to conform to city code or applying for a variance was also discussed.

The meeting included an update from the Strategic Land Use Task Force on their March 14 meeting.

The meeting addressed the selection of two at-large members for the Land Use Task Force, with Kelly Schrock and Jeff Mapes being nominated and approved. Discussion also involved the plat approval for the Young Street Six Housing Addition, which was tabled to allow for an independent review of the proposal before making a recommendation to the City Council.
