Adams County

The Board of County Commissioners met to address several agenda items, including the authorization for the Chairman to sign a Special Occasion License Application for the Lind Lions Club. The commissioners discussed documentation regarding the Broadband Fiber to the Home project, scheduling a future review of these materials. Additionally, a Board Workshop was conducted as an elected official forum, where participants reviewed budgetary concerns regarding lower-than-projected revenues, upcoming collective bargaining unit re-negotiations, and the expiration of the indigent defense contract. Each elected official also provided a roundtable report on current activities within their respective offices.

The meeting included workshop presentations regarding planning activities, land use and building permits, and code enforcement. Departmental updates were provided for Geographic Information Systems, covering maintenance activities and 911 system addressing; Emergency Management, detailing mapping projects for hazardous substances and emergency kit preparation; and Central Services, which reported on the progress of the Lumen project, data center power enhancements, network security improvements, and system upgrades. Additionally, the Board authorized the execution of an Emergency Management contract and conducted a review of draft interlocal agreements concerning a broadband fiber to the home project.

The board meeting covered updates from several departments. The Geographic Information Systems (GIS) director discussed parcel edits, address points, and fire district boundary reviews. The Emergency Management department reported on training sessions, emergency planning, and technical issues with the CodeRED system. Central Services provided updates on the successful pilot of Multi-Factor Authentication and received consensus to proceed with full countywide implementation, as well as reporting on network security upgrades and software renewals. Additionally, a proposal to update the composition of the Law and Justice Council was reviewed for future adoption.

The Board approved the 2025-2027 Consolidated Contract between the State of Washington Department of Health and Adams County Integrated Health Care Services, providing a significant funding increase. Additionally, a Memorandum of Understanding was authorized for the Student Threat Assessment Partnership Program with community partners. The Board also approved a settlement agreement with the Washington State County of County and City Employees, as well as an agreement with Axon Enterprise, Inc. for equipment costs over a five-year period. Furthermore, the Board authorized the replacement of courtroom blinds for the Superior Court.

The Board addressed several agenda items, including the acceptance of a $150,000 Growth Management Act Periodic Update grant and the authorization of levy certifications for current expenses and county road funds. The Board authorized a software service agreement with Tyler Technologies and adopted two resolutions: one to implement updated computer and network policies, and another to clarify county salary policies, both resulting in amendments to the existing personnel policy and the rescinding of older resolutions. Additionally, the meeting included executive and closed sessions regarding personnel performance reviews and labor negotiations.
