Virginia Avenue Underpass Repairs RFP

Description: NOTICE TO BIDDERS The Mayor and City Council of Cumberland, Maryland are soliciting bids for the project: VIRGINIA AVENUE UNDERPASS REPAIRS CITY PROJECT NO. 2026-13-SHLD Completed bids shall be submitted to the City of Cumberland�s online solicitation website, until but not after 2:00 p.m., local time, on 10/28/26. All Bids will be virtually released at 2:00 p.m. on that date and available to view on the website. Released bid information does not constitute any award has been made. Project Description: This project generally consists of removal and replacement of deteriorated and failing shotcrete on two sections of existing concrete walls along Virginia Avenue. The scope will also include concrete repairs to a nearby stormwater inlet. All repair areas are located within the Virginia Avenue Underpass bridge structure, which carries CSX rails over Virginia Avenue. Due to tight constraints within the underpass, this project will also require extensive traffic control considerations. A "Mandatory PREBID SESSION� for the purpose of answering or obtaining answers to questions of parties interested in performing the work, relative to construction details, will be conducted at 10:00 a.m. on 10/14/26 at the Council Chambers, City Hall, 57 N. Liberty Street, Cumberland, MD. A Proposal Guaranty (Bond or Certified Check) in the amount of at least 5% of the total bid shall be submitted with each bid. The successful bidder will be required to submit a Performance Bond and a Payment Bond, for all construction contracts in excess of $100,000, at the time the contract is executed. The Mayor and City Council reserve the right to waive any technicalities and to reject any or all bids, and to accept any or all proposals which in their judgment is to the best interest of the City.
