Services to Support Update & Development of Enhancements to National Navigation Operation & Management Performance Evaluation & Assessment System (NNOMPEAS) FY 2026-2027

Description: This combined synopsis/solicitation seeks services to update and enhance NNOMPEAS, including annual waterborne-commerce data updates, Oracle 26AI/APEX 26 migration, and improved data tabulation, viewing, extraction, download, and analysis. The work supports USACE project evaluation and analysis for planners and operations-and-maintenance personnel, with requirements including RMF compliance, migration to an IL4 secure cloud, automated Value-to-the-Nation reporting, and related technical services. It is a total small-business-set-aside commercial procurement with a 435-calendar-day performance period, and proposals must be submitted by email by August 26, 2026, at 4:30 p.m. EDT; CMMC does not apply.
