The program is intended to streamline solicitations for certain services by pre-qualifying firms so they are ready to present proposals and be contracted. For anticipated fees of $25,000–$99,999, proposals may be requested from at least three pre-qualified firms or a public RFQ may be issued; for fees over $100,000, a public RFQ is required. This is a professional-services procurement, not a grant program.
