REQUEST FOR PROPOSAL (RFP) RFP 1027-27: MARKETING
Notice is hereby given that the Nutrition & Dining Services Department of the Warren County Board of Education of Bowling Green, Kentucky (herein after called the Board of Education) will receive sealed proposals for MARKETING FOR THE 2027-2028 AND 2028-2029 SCHOOL YEARS, with a renewable option for one (1) additional year (2029-2030) under the same terms and conditions as the contract awarded to the successful bidder for the 2027-2028 and 2028-2029 school years, up to the hour of 8:00 AM CST on December 1, 2026. All submissions are to be sent electronically to: melissa.smith@warren.kyschools.us. NO paper submissions will be accepted. You are invited to submit a sealed proposal, subject to the terms, conditions, instructions, and specifications of this solicitation. Please read the instructions and specifications carefully. Failure to comply with these instructions may disqualify your proposal. Any Proposer who wishes their bid to be considered is responsible for making certain that the proposal is received by Nutrition & Dining Services; Star Center's office by the proper time. No oral, telegraphic, facsimile, or telephonic proposals or modifications will be considered. Proposals received after the scheduled Submission Deadline will be returned unopened. It is the responsibility of the Proposer to see that any proposal submitted shall have sufficient time to be received by Nutrition & Dining Services before the Submission Deadline. Late proposals will be returned to the Proposer unopened. The receiving time in the Nutrition & Dining Services Office will be the governing time for acceptability of proposals. Proposals must bear original signatures and figures. Specifications: Copies of this solicitation and proposal acceptances may be obtained by the Nutrition & Dining Services Office at 212 Porter Pike Bowling Green, Kentucky, between 8:00 a.m. and 3:30 p.m., Monday through Friday, or via email to the proposal submission contact indicated above, prior to the time and date specified for proposal deadline. Specifications Marketing, Graphic Design, Printing, Signage, and Promotional Communication Services The purpose of this solicitation is to establish a contract with a qualified vendor or vendors to provide marketing, graphic design, printing, signage, promotional materials, and other visual communication services as needed by the District. Services may include the design, development, production, printing, fabrication, delivery, installation, and presentation of marketing and informational materials for use in school cafeterias, district facilities, community events, student engagement initiatives, public communications, and departmental programs. The scope of services may include, but is not limited to, the following: A. Graphic Design and Artwork: Custom graphic design, illustrations, digital artwork, layouts, logos, branding elements, promotional graphics, and artwork development or adaptation. B. Printed Materials: Flyers, posters, brochures, newsletters, menus, banners, postcards, handouts, informational materials, stickers, labels, table tents, and other printed products. C. Wall Graphics and Environmental Branding: Wall murals, wall wraps, decals, window graphics, removable graphics, cafeteria graphics, wall lettering, dimensional lettering, and other decorative or informational graphics for interior or exterior spaces. D. Signage and Displays: Indoor and outdoor signs, directional signage, promotional displays, banners, retractable displays, trade show materials, event signage, and other visual display products. E. Promotional and Student Engagement Materials: Branded promotional items, campaign materials, educational displays, themed event materials, student participation incentives, and other products used to promote programs, services, and initiatives. F. Digital Marketing and Visual Presentations: Digital graphics, electronic promotional materials, presentation graphics, digital signage content, display slides, and other visual content intended for electronic screens or digital communication platforms. G. Installation and Related Services: Measurement, site consultation, production preparation, delivery, installation, removal, and replacement of graphics or signage, when requested. H. Additional Marketing Services: Other related marketing, printing, graphic production, display, and visual communication services that may be required during the contract period and are consistent with the general scope of this solicitation. All work shall be performed upon request and subject to District approval, applicable purchasing procedures, established pricing, and available funding. The District does not guarantee a minimum quantity of purchases or a minimum dollar amount of work under this contract. Vendors shall identify available services, applicable pricing structures, production and delivery timelines, installation charges, and any additional fees in their bid response. All materials and services shall meet applicable quality, safety, accessibility, and District branding requirements.
