This is a single source posting notification; there are no solicitation documents for downloading. Note this posting is not a Request for Bid (RFB) or Request for Proposal (RFP). The Department of Public Safety, MN Bureau of Criminal Apprehension intends to award JEOL USA, Inc, 11 Dearborn Rd., PO Box6043, Peabody, MA 01961 The purchase of the JEOL AccuTOF-DART (Direct Analysis in Real Time) system is warranted as a Single Source acquisition to maintain consistency, standardization, and continuity in forensic testing across the Minnesota Bureau of Criminal Apprehension's laboratory operations. Existing JEOL AccuTOF-DART instruments are currently installed, validated, and in use within the BCA laboratory system. Acquiring an identical instrument is necessary to maintain consistency between laboratories, preserve established and validated analytical methods, and ensure comparability and continuity of testing results across the enterprise. Purchasing equipment from a different manufacturer or a substantially different instrument platform would require the development and implementation of new validation protocols, additional testing, and potential modifications to existing laboratory procedures. Introducing dissimilar equipment could also create inconsistencies in analytical results and disrupt the uniformity of forensic casework. Maintaining the existing validated JEOL AccuTOF-DART platform is therefore necessary to ensure standardized laboratory operations, reliable analytical results, and continuity in forensic testing. If anyone has any concerns regarding this single source request, contact Mark Hill via e-mail to bca.purchasing@state.mn.us before 11/9/2026 at 11:00 AM CT (Central Time).
