1. INTRODUCTION
A. Purpose
The City of Goleta (City) is seeking proposals from qualified advertising Concessionaires to operate a non-exclusive commercial advertising concession at the Goleta Train Station.
B. Background
The Goleta Train Depot Project began in 2018 when the California State Transportation Agency (CalSTA) notified the Santa Barbara County Association of Governments (SBCAG) that SBCAG had been awarded $13 million for its joint application with the City of Goleta for Transit and Intercity Rail Capital Program (TIRCP) funds. The project constructs a new multi-modal train station adjacent to the existing Amtrak platform at South La Patera Lane. The newly constructed full-service station improves connections to bus transit, accommodates transit service to and from the Santa Barbara Airport and University of California, Santa Barbara (UCSB), adds new bicycle and pedestrian facilities, and allows accommodation for potential future train storage that will support increased commuter rail needs.
The new $32 million dollar facility, officially dubbed the Goleta Train Station, is safer and more functional and inviting compared to the previously existing platform. It includes a rentable community room, a bike storage room, a space for café concessions, spacious outdoor patios, and more features that are meant to make it a community destination rather than just a transit stop.
The design includes six (6) interior display kiosks and two (2) outdoor display kiosks. The City shall use two (2) of the interior display kiosks for public information and historic displays, leaving the remaining six (6) (four (4) interior/two (2) outdoor) displays available for advertisements.
2. SCOPE OF WORK
The following section identifies the anticipated tasks that will be the focus of the advertising concessionaire agreement. The tasks identified do not represent a complete and exhaustive list of the tasks that may be requested, nor are all tasks required if recommended otherwise. Consultants are encouraged to expand on the Scope of Work to demonstrate expertise. The anticipated work tasks will be done in coordination with City staff.
A. Installation/Maintenance of Advertising Displays
In exchange for an agreed upon fee, the advertising concessionaire shall be granted license for the non-exclusive right and privilege to use designated display kiosks at the Goleta Train Station for the installation and maintenance of advertising displays.
B. Display Kiosk Information
Interior Display Kiosks: Description: The interior display kiosks are four-sided wooden box cabinets, with backlighting for posters, tempered glass doors, tamper-proof bolts, and internal storage in the base.
Kiosk Dimensions: 7'8"Hx4'8"W
Display Area Dimensions: 4'Hx2'4"W
Outdoor Display Kiosks: Description: The outdoor display kiosks are four-sided wooden box cabinets, with backlighting for posters, tempered glass doors, tamper-proof bolts, internal storage in the base, and asphalt shingle roof tiles for weather proofing.
Kiosk Dimensions: 8'2"Hx4'8"W
Display Area Dimensions: 4'Hx3'W
Concessionaire shall have the right to use certain display kiosks as agreed upon by the City and Concessionaire. A location map of all kiosks is attached hereto as Appendix C.
C. Fee
The advertising concessionaire shall agree to pay the City, as compensation for the advertising rights and privileges conferred upon the advertising concessionaire in the executed agreement, a fee upon commencement of the agreement and continuing for the full term of the agreement. The frequency and amount of this payment shall be set at an agreed to minimum annual guaranteed amount or a percentage of the concession fee - whichever is higher.
