East Bottom Small Area Plan

Description: The City of Salem is seeking proposals from a qualified consultant team to prepare the East Bottom Small Area Plan as an implementation-oriented amendment to the City of Salem Comprehensive Plan. The work includes existing-conditions analysis, public and stakeholder engagement, land use, housing, economic, transportation, infrastructure, environmental, flood mitigation, preservation, industrial, design, rail-corridor, and implementation planning. Proposals for the single fixed-fee contract are due October 2, 2026, at 3:00 P.M. local time, and submissions may be made by hand, mail, or through Virginia’s e-procurement portal.
