Work of the project generally includes construction of a new 2.0 mgd water treatment plant to replace the existing 1.2 mgd treatment plant originally constructed in 1950. The new water treatment plant upgrade is to be constructed within the existing plant property boundaries. The work also includes the construction of a new duplex pump station within the water distribution system to replace the existing station originally constructed in 1978.

The project consists of upgrades to Wastewater Treatment Plants. The East work includes electrical distribution improvements, mechanical and plumbing upgrades to Control Building 1, Demolition to Final Clarifier 1, Aerobic Digester Piping improvements, Oxidation Ditch mechanical equipment replacement and removal and replacement of the air compressor. The West WWTP includes UV system upgrades, Removal and Replacement of Sludge Pump, Non-potable water upgrades, removal and replacement of dissolved oxygen probes for Oxidation Ditch No 3, Diffuser Grid Equipment upgrades for the Aerobic Digesters, complete with tank cleaning and the removal and replacement of the air compressor as shown in the plans.
