The new water treatment plant upgrade is to be constructed within the existing plant property boundaries. The work also includes the construction of a new duplex pump station within the water distribution system to replace the existing station originally constructed in 1978.

The recent water system master plan identified improvements to this booster station as a priority to address overall condition, performance, and increase resiliency of the facility to meet operational expectations and current industry standards. The county has recently undergone multiple water quality improvement and booster station upgrade projects starting at the north end of the county and working its way downstream to the south. The gulf beach water booster station is the next location within the pinellas county capital improvement program scheduled for upgrades. Improvements will include a new two-story building, replacement of booster pumps, motors, new variable frequency drives, electrical delivery system, chemical feed system and either portable or permanent generator power with automatic and/or manual transfer switch. The design improvements incorporate the mitigation of flood and storm surges and improved security for the overall resilience and safety of the facility.

Water treatment plant street improvements project, includes construction of street, driveway and sidewalk on 3rd Avenue, 2nd Avenue, Main Street and State Street involving surface removals, grading, storm sewer work, manhole replacement, subgrade preparation, modified subbase, and PCC paving as well as lighting installation and electrical system improvements, general restoration, seeding and cleanup. This project will support the modernization and reliability of process control, monitoring, and automation functions essential to plant operations. The City is seeking qualified firms with demonstrated experience in SCADA system upgrades, integration with existing water treatment processes, and implementation of new control system components. Replace obsolete control system hardware (including discontinued ControlLogix PLCs, Remote I/O systems, PanelView OITs, and Flex I/O components) with new 5580 series PLCs, Flex 5000 I/O, update communication modules, and new enclosures where required. Upgrade all plant-wide control networks, removing legacy ControlNet cabling, taps, and bridges, and replacing them with Ethernet/IP networks using device‑level rings (DLR), multimode fiber, and updated Cisco industrial switches. Replace the existing iFix SCADA HMI system with AVEVA System Platform, including updated HMI screens, workstation configurations, communication settings, and tag database modifications necessary for new hardware.
