This Request for Proposals (RFP) solicits qualified equipment vendors for the Automated Red Light Camera Enforcement Program for the City of Sacramento Department of Public Works (DPW). The City plans to implement an Automated Red Light Camera Enforcement Program to achieve its Vision Zero goal of eliminating traffic fatalities and severe injuries while improving safety for all roadway users, including people walking, bicycling, taking transit, and driving. California Senate Bill 720 allows jurisdictions to deploy automated red light enforcement devices with the goal of the program to increase road safety while balancing civil liberty and privacy protections. The System must be compatible with the existing traffic signal infrastructure used by the City, and must be able to operate without the need to directly connect into the City’s signal infrastructure. Additionally, the red light camera system must be compatible with the City’s existing citation processing system (Duncan) as well as future citation processing systems. The system should begin operation in 2027 and be in place for at least five years. All proposed camera systems must adhere to the specifications outlined in California Senate Bill (SB) 720.
