The City of Vancouver is seeking construction services to install avian exclusion and debris netting on the Burrard Street Bridge between piers P1 and P3, including mobilization, traffic management, environmental protection, and demobilization. Contractors must provide a monitoring plan and a wildlife biologist to prevent disturbance to protected bird species and must comply with the provincial Wildlife Act and City environmental and safety regulations. The work includes debris catchment systems, removal/disposal of guano and hazardous materials, and requires relevant construction experience and submittal of schedules and subcontractor lists.

The scope includes desktop review, feasibility alternatives, progressive design packages (30%, 60%, 100%), wetlands/biologic/cultural surveys and permitting, and possible future construction administration. The project is funded via FEMA’s Rehabilitation of High Hazard Potential Dams Grant Program, is planned to begin March 2026 and complete by August 31, 2027; the RFQ is open for proposals.
